
Jail intercom and video system update moves forward, despite funding challenges

At a recent meeting, county officials discussed bids for the much-needed upgrade of the intercom and video systems at the Scott County jail. The original quote, provided by Stanley, was reviewed, with no changes in the pricing from the original presentation.
The video system update, which includes replacing the DVR system, commander computers, licenses, touchscreens, and data logging, remains at $92,000. This package will also cover the labor costs for removal, installation, validation, and shipping.
The more complex upgrade, however, involves the jail's intercom system. Every push-button intercom, located at ever cell and door, will be replaced. New wiring will need to be run throughout the entire facility, making this a large infrastructural project. The cost for this portion totals $143,731.08. In total, both projects will cost $235,895.16.
Officials also discussed the possibility of utilizing funds from opioid settlement money, but questions arose about whether these funds, which are typically restricted for treatment and rehabilitation programs, could legally be applied to the jail's infrastructure. The current language governing the use of those funds leans heavily toward expansion of services for incarcerated individuals, such as rehabilitation and treatment programs, rather than internal functions like intercom systems.
The debate over funding sources remains unresolved, with officials looking for alternatives while acknowledging the urgent need to upgrade the jail's aging systems.
“We're going to need to look deeper into the unrestricted funds we have available, but his infrastructure needs updating, whether through these funds or others,” noted President Mike Jones.
The proposal now moves to the County Council. The project, once funded, will significantly improve the jail's communication and security, enhancing the safety of both staff and inmates.
