
Packed house as Austin debates new affordable housing development on West York Road: community voices concerns, rezoning committee unanimously approves move to City Council

An Austin rezoning committee meeting drew a packed crowd as the community gathered to discuss a proposed affordable housing project slated for the west side of W. York Road. The development, planned by Rauch, Inc., aims to offer affordable housing options across a 7-acre site currently owned by the estate of Tex Murphy. The proposed project would feature duplex and triplex units designed to accommodate seniors, families, and single individuals with one-to three-bedroom apartments. The units would come fully equipped with appliances and washer-dryer hookups, alongside a community room, laundry facilities, and an on-site office.
With an estimated cost of $9.8 million, the project will rely on tax credits, potential grants, and private funding. Developers hope to break ground in early June 2025, assuming city approval. The project's representative noted that the majority of Austin residents would likely qualify based on income, with guidelines stating that an annual income of $17,500 would meet eligibility requirements for an individual. Applicants must ensure rent and utilities do not exceed 30% of their income.
The project, though not subsidized housing, will include rent reduction efforts through state grants. Rauch, Inc. representatives emphasized that this project is not Section 8 housing; it is designed to support affordability without direct rent subsidies. Notably, the plans include two to three ADA-compliant apartments for residents with disabilities, and the site will allow service animals and small pets for seniors. Parking allocation will include approximately 1.5 spaces per bedroom.
The rezoning board unanimously voted to reclassify the property from R1 (single-family) to R2 (multifamily), moving the project closer to realization. However, concerns raised by residents focused on flood control, sewage capacity, and road infrastructure. If city council members approve the rezoning at their next meeting on November 12 at 5 p.m. at Austin City Hall, the company will present a detailed development plan to the rezoning board once again.
